This is one of the contraceptive program breeding stallions. NDA uses really nice stallions so that the control mares will throw desirable foals.
Some of the weanlings were captured wild when their bands started hanging out near one of the busy highways. Others were born to "control mares" in the state's contraceptive project. (A small number of "untreated" mares are needed to confirm that the studs are producing foals when the tested mares don't.)
